Reading Eligibility Criteria Like a Consultant

Eligibility is the single most common reason applications are turned away — and the single most common reason applicants think they failed when they didn't. Before you start drafting, slow down and read the criteria the way a funder's program officer would: as a series of filters, not a wishlist.

Every eligibility document has two layers: hard rules (jurisdiction, applicant type, funding range, deadline) and soft signals (program priorities, scoring criteria, reviewer discretion). The hard rules gate you in or out. The soft signals decide whether your application rises to the top of the eligible pile.

Hard rules require a binary pass/fail test. Build a checklist — country, applicant type, funding range, deadline timing, matching-funds requirement, prior-award restriction — and answer each line with a single source document. Anything you can't answer with a document is a risk to surface early, not a hope to revisit later.

Soft signals require a different posture. Read the program officer's notes, the previous cohort's award summaries, the stated scoring weights. Don't infer — pull actual language from the funder's publications and use it to anchor your narrative.

If you can't pass the hard rules cleanly, the answer isn't to draft harder — it's to find a different program. The fastest path to your next award is almost always a better-fit program, not a better draft of a borderline application.
